CCJESC special election moved to September 9, 10
Due to College of Criminal Justice Education Student Council (CCJESC) Dean Alriel Dausan’s immediate request, the Student Commission on Election (SCE) moved the CCJESC special election to September 9 and 10.
According to SCE Commissioner Yna Patricia Tan, Dausan requested to conduct the CCJESC special election in September instead of October so the CCJESC can already prepare for the college’s agendas this academic year (AY) 2016-2017. “No’ng una, nakaplano talaga na sa October gagawin ‘yong special election pero nag-request nga si Ma’am [Dausan] kaya ginawa na naming September,” she furthered.
Meanwhile, in an article posted on the HERALDO FILIPINO website on August 1, SCE Adviser Eduardo Panulin said the election will be conducted at the end of August. However, Tan added that the prolonged completion of the Student Commission on Election (SCE) officers and commissioners caused the CCJESC special election’s delay.
“Kaya napagdesisyunan naming (SCE) [na] gawing September [‘yong special election] ay dahil nga sa request ng [CCJE] Dean na makapag-elect na. Late na rin kasi nakapag-appoint ng SCE officers and commissioners, tapos medyo natagalan din ‘yong pag-approve ni Sir Don (Malabanan, Office of Student Services Dean) sa special election na dapat ay noong August pa,” Tan said.
‘Special election’
Since there were no proclaimed CCJE candidates for the 2016 University Student Elections in AY 2015-2016, Panulin clarified that this election situation is properly termed as a “special election.” “It is special election and not re-election, as stipulated in the E-Code of De La Salle [University]-Dasmariñas,” said Panulin.
As stated in the DLSU-D 2016 Amended Student Election Code (E-Code) Article IX, Section 18, an incumbent officer of the college student council or class president may request the SCE to hold a special election. “But in the CCJESC’s case, the CCJE Dean is the one who requested, pero there is no committed violation since the request was made through Malabanan, which follows the same process,” Panulin explained.
No proclaimed candidates
In an article on the HERALDO FILIPINO website, CCJESC Adviser Rodel Esmilla previously said that the CCJESC special election was due to the student candidates’ failure to reach the required voting percentage. However, Panulin clarified that there were no proclaimed candidates who ran for the 2016 University Student Elections, which resulted in the CCJESC’s failure of elections.
“Siguro po, ‘yong sinasabi ni Sir Rodel [sa] vote of confidence ay para sa special election kasi ‘yon po ‘yong kondisyon na binigay sa ‘min ng SCE kung tatakbo po kami,” Mojares said.
Meanwhile, Mojares added that there were no proclaimed CCJESC candidates due to failure in submitting their certificate of evaluation to the SCE before the last day of submission during the 2016 University Student Elections.
“Ni-request namin siya (certificate of evaluation) [sa Office of the University Registrar] mga dalawang days na lang bago ‘yung deadline tapos five days kailangan no’n bago ma-process tapos ayun, ‘di na namin siya nakuha,” he added.
Mojares furthered that the CCJESC interim officers will continue to serve as long as there are no proclaimed winners yet in the special election this September. “… ‘yong incumbent na (interim) officers, do’n sa re-election, okay naman sila doon kasi nga tutal hindi naman kami nakatakbo. Parang mas tama nga na magka-re-election para talagang fair,” he mentioned.
As of press time, the CCJESC temporary officers are President Jonathan Mojares, Vice President Marvin Odavar, Secretary Patricia Vallejo, Treasurer Patrick Padios, Auditor Alberto Montañez Jr., Business Manager Eleazar De Liva, Public Relations Officer (PRO) External Nouzairon Naval, and PRO Internal Paul Brazil.
Meanwhile, the official student candidates running for the CCJESC are Liezl Llapitan, Jonathan Mojares, Jamaica Vergara, Ivan Genoza, Kristine Reyes, Kathlene Narte, Carmela Panganiban, and Merie Valdez as President, Vice President, Secretary, Treasurer, Auditor, Business Manager, Public Relations Officer (PRO), and PRO, respectively.
