Dasma City Mayor “Pidi” Barzaga implements stricter measures after shooting incident

Dasmariñas City Mayor Elpidio “Pidi” Barzaga Jr. is taking necessary actions to stop shooting incidents after 49-year old Paliparan 3 traffic enforcer Cesar Saballa was left in critical condition due to a drive-by shooting incident on August 19.
On August 24, Barzaga announced through his official Facebook page that half a million pesos will be given to anyone who can provide information that can lead to the arrest of the riding-in-tandem suspects.
On the evening of the same day, Barzaga announced the Sangguniang Panglungsod Resolution No. 153-s-2017, which prohibits motorcycle riders to use motorcycle helmets in all roads in the city, with the exemption of the Aguinaldo Highway, Governor’s Drive, and Paliparan-Salawag-Molino Road.
According to the Barzaga, Philippine National Police (PNP) members and deputized city officials, barangay officials, barangay tanods, and traffic enforcers are permitted to flag down motorcycle riders wearing helmets and other clothing that conceal their faces.
Although the shooting incident on August 19 in Paliparan 3 was caught on CCTV camera, the two suspects who were riding a black Yamaha Mio MC motorcycle failed to be recognized as the driver was wearing a helmet, while the passenger who shot the victim was covered with a cap and a disposable medical face mask.
Despite the strict implementation of not wearing helmets in Dasmariñas, Ordinance No. 13-s-2016 also prohibits motorcycle riders to use ski masks, bonnets, and other materials concealing their identity.

Moreover, a speed limit of 20 to 40 kilometers per hour for motorcycles was implemented in the city apart from select places such as Aguinaldo Highway, Governor’s Drive, and Paliparan-Salawag-Molino Road. Other guidelines of the resolution included the prohibition of covered, disfigured, or altered motorcycle plates. Meanwhile, deputized officials are required to wear valid IDs issued by the city government and must be wearing their respective uniforms.
The city government also deployed the Dasmariñas PNP and Barangay officials to establish checkpoints on different locations to ensure the compliance of the no helmet policy and other guidelines indicated in the Sangguniang Panglungsod Resolution No. 153-s-2017.
The said resolution was enacted following the recommendation of the City Chapter Liga ng mga Barangay, Peace & Order Council, and the PNP during a meeting with Dasmariñas Representative Jennifer Barzaga on the same day.
As of press time, the HERALDO FILIPINO is still seeking to conduct an interview with the Dasmariñas Police regarding the current status of their search for the riding-in-tandem suspects.
