Candidate Envisions a long-term sustainable development plan Quote
Grace Poe As a candidate during the 2016 presidential elections, Poe compelled power distributors to use renewable energy: “We must commit to strong actions on the climate for the sake of the underdeveloped sectors of our society, because it truly has a domino effect on other sectors beyond the economy, and taps into health, education and housing.”

In light of the recent water crisis in Manila, “We need to find a sustainable way to use this precious resource.”

Willie Ong
Larry Gadon
Pia S. Cayetano In 2008, then-Senator Cayetano backed Greenpeace’s campaign “Shift towards renewable energy, reduce dependence on dirty coal.”

“In the interest of sustainable development and a self-reliant energy sector, and to cope with the demands of power while grappling with the reality of climate change, the government must immediately commit to harnessing renewable energy,” then-Senate Committee on Natural Resources chairperson and principal sponsor of the Renewable Energy Act stated in a press release.

Sonny Angara   Following the current water crisis in the National Capital Region and nearby provinces, re-electionist Angara urged the government to improve reforms on water supply.

“The problem brings to light the urgent need to put in place an integrated water resource master plan for water security,” he said. “With the dry spell getting severe each year, climate change and increasing population, it is imperative that we secure all available and accessible water resources.”

In this light, Angara proposed to amend the Water Code of the Philippines, as well as enforcing the Rainwater Collector and Springs Development Act of 1989. Also proposing to enforce the El Niño action plan for areas in the country affected by drought.

Chel Diokno   “There has to be a comprehensive program of the government, kasi sa ngayon, parang watak-watak ang water policy ng ating pamahalaan. At may iba-ibang ahensiya, may kanya-kanyang sakop na jurisdiction. Parang kung minsan ‘di mo na alam kung ano’ng ginagawa ng kanan at kaliwang kamay,” Diokno said in response to the water crisis.

Included in his platforms are addressing issues related to water, energy, and mining. He stated that there is a need to balance the use of natural resources and sustenance for future generations of Filipinos.

Francis Tolentino   Amid the Metro Manila water shortage crisis, “As early as December walang naniniwala sa akin, when I was shouting there will be a water crisis – I fought with MWSS (Metro Manila Waterworks and Sewerage System), they raised rates which I opposed,” Tolentino mentioned.

He said that there should be cohesive efforts to place water as a basic need whereas he aims to create a Department of Water–proposing to consolidate different functions of water sectors of the country, such as Metro Manila Waterworks and Sewerage System, Local Water Utilities Administration, National Water Resources Board and National Irrigation Administration, for the government to better address and provide solution the water shortage.

Ronald dela Rosa
Koko Pimentel   In a press release as senator, re-election hopeful Koko Pimentel called on the country to rethink the use of single use plastics: “Our economy’s strong performance has increased production and consumption. Unfortunately, it also increased the plastic waste we generate in the course of our daily activities. It’s time we consider how we can use plastic in a less destructive way,” pertaining to the damage that plastic consumption may bring to the fishing industry.

“It will be a disaster for everyone if we are to lose our fishing industry and the livelihood and sustenance it provides … I understand the convenience and economics of plastic use. However, we should never let short-term benefits doom us in the long term,” he said.

And in doing so, the circle of available ‘seats’ gets smaller every election cycle.”

“It’s really a privilege and a very important time in our history…Mahalaga ito (Bangsamoro Organic Law) para sa ating mga kababayan kasi finally, ang tinatamasa nating suporta para magkaroon ng sarili ring pamamalakad ang ating mga kababayan dito, ay matutuloy na.”

Willie Ong
Larry Gadon Received tremendous flak and calls for disbarment over his 2016 pre-election interview with GMA News wherein he opposed BBL and stated,  “Lulubusin ko sila roon. Dadalhin ko ang buong pwersa ng sandatahang Pilipinas at papatayin ko silang lahat. Susunugin ko ‘yang mga bahay nila. Papatayin ko pati ng ipis at mga daga […] Lahat, kailangan burahin ang lahi nila. Kahit nga masunog ang kaluluwa ko sa impyerno gagawin ko ‘yan.”

Recently this 2019, Gadon is continuing to clean up his anti-Muslim remarks stating “”I was referring to those creating trouble in Mindanao… ang sinabi ko kanina, walang kinalaman dito ang Islam.

Signed the 2015 committee report on changing Bangsamoro Basic Law’s (BBL) name to the Basic Law for the Bangsamoro Autonomous Region along with substantial differences from the draft bill.

Sonny Angara Angara is a co-sponsor of RA 11054 or the Bangsamoro Organic Law (BOL) which includes the allocation for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Chel Diokno
Francis Tolentino “Peace is a prerequisite for the attainment of progress and stability and for the deliverance of our fellow Filipinos in Mindanao who have long been saddled by poverty and caught in the crossfire. The success of the BOL plebiscite last January 21 beamed positive signs for the long-awaited unity in vision of the people in the region.”
Jiggy Manicad
Ronald dela Rosa
Koko Pimentel Supported the January 2019 ratification of the Bangsamoro Law as a ‘historical milestone’ for the region.

“Regional peace and stability and complementary national measures like the Ease of Doing Business Law will fuel economic development and attract the investments Mindanao needs.”

Grace Poe     “Holding children as young as nine years old criminally liable will not address the root causes of juvenile offenses. If they are indeed being used by syndicates, then law enforcers should go after these syndicates victimizing the children. Let’s save the children instead of incarcerating them.” (From official press release)
Willie Ong     “Ang average (age of criminal responsibility) sa buong mundo is 11 years old. […]Pero ibababa lang natin kung kumpleto na ‘yung Bahay Pag-Asa at hindi natin ilalagay sa kulungan.”
Larry Gadon     “Sangayon ako sa pagbaba ng [MACR], dahil ang mga bata ngayon ay mas matalino alam nila ang mali at tama. Ngayon kung ang problema ay pasilidad, yun dapat ang bigyang pansin. […] Ang mali, mali at yun ay dapat parusahan”
Pia S. Cayetano     Proposes better interventions, not criminal charges, to child offenders.

“Many minors have been preyed upon and dragged into a life of criminality by syndicates, who take advantage of their vulnerability, lack of proper guidance, supervision, and support from the families and communities.”

Sonny Angara     “If they are sentenced for committing a crime, then there must be some intervention for them, whether in a juvenile center or ‘Bahay Pangarap’, but not in a regular jail where chances for reform are slim. Under the old law their sentence was suspended until they reach the age of majority.”
Francis Tolentino     “Sang ayon ako gawing 12, 13 years old, coming from 15…. Pagkanaprosecute po ang isang bata dapat po magkaroon ng diversion proceedings, ‘di po ginawa ito. Larry Gadon     “We cannot avoid endo because the service sector, most of them are only temporary jobs, so the solution there is to strengthen the industrial sector.”
Pia S. Cayetano
Sonny Angara     “Congress needs to strengthen the prohibition against labor-only contracting and provide stricter penalties against employers who circumvent labor laws through a system that is designed to prevent workers from attaining regular employment and security of tenure.”
Chel Diokno     “The issue is not only in the private sector but also for workers in the government […] Endo should really stop and I will defend this if ever I get a seat in the Senate.”

He emphasized that there are ‘legitimate’ contractualization practices and how we  need to draw a ‘fine line’ between “legitimate outsourcing of what are considered not core services and those that are used by companies simply to cut labor costs.”

Francis Tolentino     “We need to change the Labor Code of the Philippines, and also change the appropriate civil service regulations.”
Jiggy Manicad     “We will not back down in fighting big companies that are enforcing contractualization until now, especially in the government that should be the model of properly enforcing labor laws.”

Grace Poe     She admittedly regrets signing the law, saying she supported it because “the President himself said the government needs (it) to be able to roll out its program.”

She explained that the revenues were collected but the measures for the public’s benefits weren’t immediately implemented, causing the situation to “worsen”.

“Now they are pushing for TRAIN 2, disguised as ‘Trabaho’ (law).  We have to study this thoroughly to make sure that it will not cause us more harm, considering what we are currently going through.”

Larry Gadon     When asked on his plans on addressing inflation, he denies the need to change TRAIN law.

“Ang isyu dito ay ‘yung mahal ang bilihin ‘yun ang sinabi kanina. Alam niyo ba na ang inflation rate sa bigas nitong taon ng 2017 ay 8%, at ang isda ay 11%. At ang kagulat-gulat ha, ‘yung mga gulay 12%.Anong ibig sabihin nito? Kulang tayo sa produksyon. Walang kinalaman dito yung TRAIN Law.”

Pia S. Cayetano
Sonny Angara     He continually supports the TRAIN law, denies its link to the inflation, and defends it against criticisms.

“When you criticize TRAIN [law], how come they don’t talk about the income tax exemption of P250,000 which benefitted millions of families? And no one talks about the estate tax, about the simplification of the tax code. […] You ask 10 economists, 9 out of 10 will tell you [it’s] because of global demand…. Siyempre gustong gamitin yan ng ibang partido o indibidwal for political benefit I can’t blame them.”

Francis Tolentino     In a debate with Sen. Bam Aquino, he insisted the need of the TRAIN Law for funding the government’s programs.

(Bam Aquino furthered that the free tuition had been funded prior passing of TRAIN law.)

Ronald dela Rosa
Koko Pimentel     He supported the passing of TRAIN Law in senate, and later on said it could be amended to slowly remove increase in the excise on oil products.

“Our minds should be open to reviewing the TRAIN law, and if we imposed an excise tax on an item whose world price can’t be controlled, we should take a hands-off stance.”

In the upcoming campaign this 2019, I will be espousing the promotion of a “science culture” here in the Philippines, although I know that this topic is not a sexy topic for a campaign. Win or lose, I will follow what I believe, in my heart, is the right thing to do.”
